I planned my trip to Dubai. I would check the different hotel sites to see if they have any specials. I would pick a hotel with multiple restaurants since that is the only place you can drink. Be aware that if you stay on the Palm because you will be very far from the town proper. We stayed at the following hotels and they were all really nice:

Al Maha

JZS (on the palm)

Raffles (shaped like a pyramid and close to airport)

We ate dinner at the following:

Eauzone (One and Only Hotel)

Al Mahara (crazy expensive)

We also ate at Al Maha and ordered room service our last night since we could only drink in the privacy of our room.
