It was 19. The other 3 with Luttrell, 8 SEALs in the QRF, and 8 Army - the MH-47 crew from the 160th SOAR.
I just finished re-reading the book yesterday. Luttrell's explanation for not tying up the goatherders was that they had nothing to tie them up with. I found that to be kind of odd. 50' of parachute cord only weighs a couple of ounces and doesn't take up much space. I'd figure four guys getting dropped into the middle of Indian country would be ready for almost any contingency.
