So then if the law changes, wouldn't the money not legally be theirs anymore? No matter how the law came to be.

Power. Some people have it and they usually use it when they have it.
And as has been said, it's usually people that are affected by a law that try to have that law changed. There weren't a lot of men trying to get women the right to vote nor were there a bunch of non drinkers trying to have prohibition repealed.
