Buy the 243 or 7mm 08. Let him try the 30-30. That way it's a win win.

.223 recoil is about 3 or 4 pounds, .243 is around 8.5 to 11, and 30/30 is about 10 to 12. I think you let him try the 30/30 and if that works, and you want to buy him a youth model rifle then the .243 would be perfect.
