does it do the same thing during the summer when the attic is hot as hell?...

regaurdless, if it is in the attic, I agree with the suggestion that you need an insulating blanket...just be sure you don't block the air intake port or the area around the vent pipe....

also, you might want to insulate the inlet and outlet water pipes, as that is a major source of heat loss...

be sure the thermostat is set at a reasonable temp...

lastly, the thing may not be burning effeciently enough to heat the water in a reasonable time, so be sure the air/fuel mixture is correct...the flame should be blue, but not excessively noisy when burning...

ETA: you may want to fix your title to keep the thread from getting anchored...the subject is "water heater help" and not "your stupidity"....
