1. If the temp for your water heater is abnormally hot and is indeed not switching back to pilot after it reaches the selected temp then the thermostat needs replacing asap.
2. If your tank is emptied of hot water and has to reheat a full tank you can expect 45-60 minutes to completely re heat it. So what you can do is turn the water inlet valve on the heater off then check the gas burner again in 45 minutes.
At that point the burner should be back to pilot.
