The bows listed above are all good, but you're going to want to get a bow with a ton of room for adjustment. You don't want to have to buy cams/mods every year to keep the bow fitting him as he grows and he may only be able to shoot well at 40lbs or so now, but he will quickly increase his effective draw weight when he starts shooting.
These are some that I'd recommend (in order) the Bears will be the least expensive, but the also have a little less adjustment and will have the lowest resale value if he gives it up (I doubt he will. Archery is a great sport even if you don't hunt. Once he kills a deer with a bow he will be absolutely hooked)

For arrows Beman ICS hunters are good arrows for the price.
Any bag target will be fine for now. Before he hunts you'll want some type of a block target that he can shoot broadheads into (you always want to shoot the same type of broadhead that you are going to hunt with to make sure the POI is the same as your field tips)
He'll also need a release. Honestly, I'd start him out with a cheap youth release and you can upgrade if he gets serious about it.
