If we're really going to dissect word usage, then "just about" means more than "more than half." It's generally used when referring to all but one or two. And considering how few the group we're talking about is, I think that means he's referring to one possible.

That said I wouldn't try to dissect word usage from a Q&A chat where he has little time to think about the his word choices.
