Don't know what the rules are in Winn Parish. They're may be some parishes that allow students attend a football school if their home school doesn't offer football. I am aware of some parishes that have closed attendance lines no matter.
The complaint public school have had over the years is that private schools attendance are open to all. I give this example, only for clarification and not to point fingers. In Shreveport Evangel, Loyola & Calvary can open its doors to students who live in other towns and parishes and even out of state. Its not secret that there have been student living in Texas attending Evangel in the past. Students can live in Minden or Haughton and attend Evangel. Public schools attendance zones do not allow this. Again, I have no dog in this fight, but am just explaining why public schools complain.
Private schools can't deny they have an advantage when it comes to having select students at their schools. Is it fair or unfair? That's all for the decision makers to decide. But it is an advantage.
