More powder + small case mouth = higher pressure
Higher pressure = higher velocity
The short part is nice because it keeps the action, bolt, chamber, etc. short.

Lpman, what you're saying doesn't make sense. It's actually smaller case volume with the same opening. Like has been said, it's presumably from a more efficient powder burn and increased shoulder angle (I think).
Still, most info I've read had the shortys shooting slightly slower then their full length counterparts. Which has been my experience.
