The NFL is where great coaches and great players want to be. Bottom line. Why would anyone want to spend half their time begging teenagers to play for them when they could be coaching the best football players in the world and against the best coaches in the world?

Bad thing about the college level, for a lot of coaches at least, are the numerous limitations you have to work under. Practice limitations, limitations on hours and offseason days you can be around your players, recruiting limitations/periods, scholarship limitations, and having to get most requests (i.e. facilities upgrades, etc) approved by an athletic director and/or a governing body of regents/trustees/etc.
You're far more unencumbered at the professional level, though the pressure is higher.
