Sorry I didn't explain well. These are just plastic plugs that keep dirt out of the screw holes when not being used.
I've got burris two piece bases, so i'm definitely going to need all 4 screws.

So they are inside the threaded hole? I was gonna suggest a pick, but it would just fall once it hit the threads
