Need assistance with Scope mounting

I just picked up my new Tikka Hunter last night. What an awesome rifle.

I'm trying to take out the little plugs in the top of the receiver where the scope base screws in. 3 of them unscrewed and came out perfectly fine, but 1 is pushed down in the hole and has no head to unscrew. They are plastic.(this sounds like a TWSS joke )

Any ideas on how to get this thing out? I thought about taking a tiny drill bit to it, but i'm scared to death to mess up the threads.

Thoughts?

Most leupold scope bases need only 3 holes. It may be designed that way for a reason.

a decent scope is shitty with plastic mounts

Sorry I didn't explain well. These are just plastic plugs that keep dirt out of the screw holes when not being used.

I've got burris two piece bases, so i'm definitely going to need all 4 screws.
