it is more an order of selection than ranking they are locked into. as many have already pointed out there is also a gentleman's agreement for some bowls to take teams from the east and some bowls to take teams from the west.

Cotton usually takes a SEC west team (13 of the last 15 years)

Outback usually takes a SEC east team (14 of the last 15 years)

We still have to see how things play out, if Bama were to get a NCG bid then maybe:

BCS NCG: Alabama
Sugar: probably Auburn
Capital One: maybe USC
Cotton: maybe LSU
Outback: maybe MU
Chick Fil: maybe A&M or Ole Miss (woo hoo, they found Atlanta!)
Gator: maybe UGA or Ole Miss
Music City: maybe UGA or Ole Miss
Liberty: Vandy
Compass: no eligible SEC team unless MSU upsets Ole Miss this week
