The NFL fines all of these kind of penalties we just never hear about it. The fines increase as multiple offenses accrue over a players career.
(I couldn't find 2013 but here is 2011)

According to Schefter yesterday, they HAD to implement some sort of initial fine.
I bet it gets reduced upon appeal.
