(Personal Fouls)Article 8 NFL rules(g) If a player uses any part of his helmet (including the top/crown and forehead/”hairline” parts) or facemask to butt, spear, or ram an opponent violently or unnecessarily.

Pierre did not have to be a defenseless QB or receiver for it to be a penalty. Read your rules

But 49ers defensive player Brooks says why doesn't the NFL protect "ALL" players. So according to 49ers defensive player Brooks the Saints won the NFL game against the 49ers two years ago because a flag would have been thrown to protect Saints running back Thomas.

Brooks says cut block to nondefenseless players should be flagged out of the game.

why would brooks say the NFL should protect all players if it would have cost the 49ers a playoff win 2 years ago?
