"Tiebreaker" on Big 10 Network

Anyone watched this documentary? I understand that Michigan was angry about OH St. being voted to go the Rose Bowl. What I don't understand is why the Big 10 wouldn't let Michigan or anyone else go to another bowl. I don't see any downside to that, especially for a team that won a share of the conference title.

They didn't let Michigan go because they didn't win the game and it was a tie. Since it was tied they casted a vote, even though the rule was teams must alternate appearances. They get screwed over, OSU goes to Rose Bowl, the rest is history. Because of this, it changed how teams were selected going forth.
That year no other team could go because the next eligible team didn't have the record to go.
This was the same loophole they used for OSU in the 90's to go to the Rose Bowl after they got the bid over Northwestern who went to the Rose Bowl the year before.
