LSU can offer less to in-state NMFs because they know that they will have the top level of TOPS.

I was one in 2004, and LSU gave me room and board, $2000 a year, put me in the Honors College (which meant priority scheduling, a huge perk for freshmen), all on top of the stipend from TOPS.

Had I been a non-resident, yes, I probably would have gotten more, but that is any state university. They all greatly prioritize out-of-staters.
