No shite Sherlock. You're missing the point. You don't get rewarded or punished because of the division you play in, you get rewarded or punished based solely on the results of your games and the results of your opponents games and the results of your opponents opponents games...

The point is that beating a mediocre FCS school is much different than beating a mediocre FBS school and your formula should account for that.
