They are now, they weren't earlier. I also had to change the keepers to 15 so that everyone would remain on their teams, then had to actually complete the offline draft which put all of the f/a on waivers until Wednesday.

So you can make a claim on someone now, but the guy you added had to be dropped since you would have been at 16 players before keepers locked.
