Pumpkin Duke's (PD)ability Celebrate increases ATK, ATK rate, and MOV SPD of allies by 10% for 8 secs. Percentage increases by 5% every skill level.
What he said that stacking Druid and Pumpkin Duke's abilities give you a huge attack % increase combined with an attack speed increase. If you add Cupid whose ability also gives an attack % increase, you have a massive advantage of +attack % over the other group of heroes. The advantage is exacerbated by the arena buffs as well.

I think it means Programmed Random OCcurrence or something like that. Just means when your hero's energy charges and he uses his skill.
