Not always, or at least from my observations this isn't always the case. It happens annually, this year was bad due to the river being so high for such a long period. When everybody starts having problems catching snapper, this is usually the reason.

I wish I had a pic of my screen a couple years ago, surface was dead as was the bottom. There was about 70' of good water and it was fricking stacked with fish.

You mean dead fish? I've seen the dead zone too and it ain't just 6" of water.
