Yes, an onside kick can be returned
The ball has to CROSS the white line to be legal.
Since the tee is placed on the line, the ball must go 'at least 10 yards' which would require the entire ball to be across the line.
The picture of the onside kick really isnt close. He carried that ball at least a yard before it was legal

I wouldn't say a full yard, but anyone who thinks he touched it AFTER 10 yards, is a complete retard... or Troll... or BOTH.
