Can the receiving team cross the 45 before the ball does?

If they can, why not have one person lay out the kicker when they try that shite?

The kicker is protected from that kind of hit. The receiver had to touch the ball to have caught it. HE was past the line but the ball wasn't pretty simple. The 10 yard mark is a plane like the goal line. I say the 10 yard mark because it won't always be the 45 and yes the receiving team can do as they please regarding advancing on the ball.
