No. He is saying you can launch out of BSL, catch a LA limit in LA waters and dock back in BSL, and tell the wardens you caught the fish in LA and you will be okay. Have done it several times.

I guess what I'm asking is, how can they confirm that the fish were indeed caught in LA waters?
