I doubt rednecks are the ones playing Techno and awful Rap music at deafening levels.

ETA: LSU puts out public announcements all the time about parking lot and lane closures. How easily can they get the word out that fines can occur from littering?
Additionally, cops have decibel meters. They can end that pretty quickly, if they want.
