Notice the Pac-12 is not saying that a defensive delay of game should have been called.

This is a PR move by the Pac-12 to appease people. They're saying that the officials should have had a bit more skip in their step, which would have been very useful in making sure the ball was spotted sooner so that Wisconsin could watch the clock hit :00 and still not be set.
