Just showed the clip on ESPN. It's pretty obvious the refs blew this one.

Wisconsin got screwed. There are no two ways about it. The whistle clearly blew and the qb's knee was clearly down. In that situation the officials have to reset the ball quickly, the fact that ASU players were laying all over the ball to prevent that.
They should have reset the clock.
