I think whats probably lost in all this is that had the video camera not been there they would have never known the second deer was hit and this whole controversy would have never happened.
They saw the video and noted that a second deer was wounded. They did the right thing and attempted to recover the deer. Good learning experience for the young man and the father for that matter.
EDIT: I suppose not finding the arrow would throw up a flag...
