To me the not down rule was a way to increase scoring without being so opaque.

probably... pretty much every NFL rule instituted is either to increase scoring or to protect offensive players.
i'm might be the only person who feels that why about being down without contact, but I just think it's silly for a guy to get up and start running when he's on the ground.
