What goes into anchoring one over the other? If an Admin approves of one, and not the other? If it's based on thread content like you stated above, then it should be an across the board rule, and not one that is selective; especially if the thread doesn't break any other rules.

I agree it looks like an IM thread, but if you see how many topics are discussed over the week and how much substance goes into them, it's more like a discussion...
