Not so sure about that. It was an "If you're seeing this, I'm probably dead" confession, so of course it was premeditated.

Well the DEA wouldn't know she accepted it under false pretenses.
The "confession" in that video has more corroborating evidence against Hank, than Hank currently has against Walt.
Hank summed up what the video was nicely, it was a threat. If you want to bring me down, you're coming with me.

The entire thing is his word against Hank's. Hank's opinion of Walt doesn't matter since he's the one under the microscope. It's well known that Hank took Walt on ride alongs and he was frequently meeting in the office behind closed doors. Combine that with Hank being criticized for pursuing the Fring case above and beyond what his boss said was OK, and it all adds up to at least a long drawn out battle for Hank to clear his name.
Your team took a major loss here.

hank fricked himself though by sitting on this information. the first DEA question would be: why did you wait to tell us about walter white? from that point forward, the belief in his culpability is real (and no character has shown this more than hank, as this is EXACTLY how he operates)

Of course it's premeditated, he video taped it. Besides, Walt has proof of all those events happening, what does Hank have w/o Jesse?
