Collins was "clearly visible as a police officer," according to the report.
This does seem to contradict the idea of a plain clothes-police man, but then again if you have 2 brain cells can't you tell the difference btwn some civilian and a cop after 5 seconds??

I can understand recruiting the guys that help you win regardless, but it's stupidity if he has warning signs and you just cross your fingers and hope. I defended Hill but obviously Miles ignores even offenses committed during the recruiting period. At that point, what are you going to use to judge their character?

And the kid the cops initially went after has two LEOs as parents. I'm sure he was starting shite with readily identifiable officers.

Do you think if Collins was really "clearly visible as a police officer" Jefferson would be getting off with only probation?
