The vertebrae in you neck are shaped like a question mark. With you head up the natural curve in your neck flexes and absorbs the shock. With your head down the curve is taken out of your neck and any impact to your head is concentrated directly onto the vertebrae in you spine.

It is shocking the number of hits you see on Sundays with shitty technique. The problem is not the game. The problem is lack of education or should I say, the lack of comprehension.
