That is what I would think.
He gets first rights to the 15th pick, but he has to fill out his second pick with the last pick of the draft. All rosters must be filled before the window opens.

So clarify this for me. With this draft, we're adding a 16th player to the roster? I don't need to drop someone to use my supplemental pick?
