If i had to make my 1 prediction right now, rather than a bunch of guesses and suppositions, i would say it is Elway. His motivation is some weak shite about him loving Deb. He knows how much Deb loves serial killers, so he decided this would be the best path to win her heart.
ill be furious if i'm right.

and then said he didnt recognize the kid when quinn showed him the picture when he saw him just a day or so before with dexter, outside the apartment. At that point, i immediately felt there was more to that guy then we have been lead to believe.
