Yes I would imagine most teams manage workloads for their short season teams since many of the pitchers just completed a season. But Houston does this for the full season teams also. They let the competition play out for the first few months and then begin to extend the pitch counts and workloads of those that have separated themselves.
For the short season teams it is probably a combination of both thought processes.
