Cotton is being viewed as a starter but Houston is piggy backing a pair of "starters" in each game and they each only pitch a few innings, sometimes as the starter and sometimes as the reliever. That's why he only has 27 ip in 7 games.

I'd imagine most organizations do this once they have draftees signed, especially if they pitch the same summer their collegiate careers are over.

ETA: I think this is my first Rant post.
