This can easily happen with sober people. Hell, I fall out of my boat all the time sober. Boats are dangerous as hell.

Not saying the guy driving should be exempt, but her being drunk and riding where you're legally not supposed to ride while the boat is underway also contributed to this.

Everybody in the boat is at fault IMO.

As you stated, everyone can fall out of a boat. But, not everyone gets run over. The person controlling the boat was definitely at fault.

From what I got from the OP they weren't moving, they were just drifting and she was standing on the bow, which is totally legal, and people do it all the time, it wasn't until he slammed it in reverse that she fell out, then he ran over her.

I'm not saying her drinking didn't contribute to it, but this exact same scenario could happen to totally sober people and an inattentive operator.
