That sir is what's called a trench drain. The outlet is probably over a gravel bed forming a French drain to help rain water run away from the house. The gravel is probably plugged with silt/mud and not draining correctly.
The trench drain box should have been tied into a pipe that either ran into the city/county/parish storm system or into your neighborhood ditch.
You may have to dig it all up and pipe it correctly.
