Well, they were both bowl teams last year for one. Tulsa was 11-3 and BG was 8-5.
The only other FBS vs FBS game that Thursday is Akron at UCF. UCF went 10-4 last year but Akron was horrid going 1-11.
On top of that, Tulsa beat UCF twice and won CUSA.
Why wouldn't they go with the game involving better teams?
