I think my biggest qualm is why should they referee any differently inside of 2 minutes as opposed to the beginning of a quarter. If they can do it then, they can do it always.

Same reason other rules change inside 2 minutes.
Like challenges, like out-of-bounds, etc. I get what you're saying, but the last 2 minutes of a half are the most important 4 minutes of the game. And typically have the fastest gameplay.
