The nature of the article is about Chip Kelly and the Eagles, but there will be spades of teams pushing the pace and running up-tempo.
The Patriots are already doing it.
The Saints are reportedly looking to do it.
The Eagles will do it.
I imagine the Bears will do it with Trestman.
The Broncos will do it.
I think refs are pushing the limit of their authority by saying, "We won't speed up well, because...."

No, it's officials saying "This is the rule and process of setting the ball for a play. Adapt to it, because we aren't changing it because you want to play faster."
