The pacers are a small market team. They would have a pay role of almost 80 million dollars. Factor the luxray tax in and no way they could match.

Not correct. Granger comes off the books. They'll be around $51 million in payroll and only need to pay George, replace Granger with a backup SF, and replace/resign Lance Stephenson. They're fine.

Even if they were pressed for money (which they won't be), it wouldn't be the 23 y/o All-Star that they decide to deal.
