Need some clarification on FSA for child care an individual HSA

I'll be covered on my wife's insurance. Can I have an individual HSA? I've read conflicting things. I read no, but then I read if I have an individual coverage hsa, thats allowed.
Also, with FSA, could my wife transfer it if she changes jobs? We'll have a baby later this year. So, next year we plan on taking the full 5k out of her salary for the FSA. Say she switches jobs, would we lose the back half $2500?

My understanding of HSA is your wife is the primary policy holder of the HDHP, therefore she is allowed to contribute and own the HSA, only her.
With the FSA, if wife changes jobs during the year she would be able to use the previous FSA account and use it up first and then the current FSA plan. It is still the snooze you lose proposition.

My wifes on insurance is not a high deductible/hsa.
So, he could carry over that fsa? We would use all, child care isn't cheap.
