Saul's a good character in his current capacity. Doesn't have enough depth or breadth to carry his own show.
Depends on how they write it. I can easily see Saul managing finances, etc. for several underworld figures at a time similar to his role in breaking bad. The writers could do some depth on each one not unlike the main nemesis that Dexter faces each season. Saul cycles through them as they kill each other off, go to jail, leave the country, whatever.
