How is your sub-base? Does water get to it?

If so, I'd cut up to a foot of existing soils, import structural fill, place geo fabric, then top with your top course.

If you have suitable soils, I'd blade it off, but make sure it is sloped properly to drain, then add the gravel.

Are you using pea gravel or a limestone material?

My dirt contractor dug out the topsoil to the clay base and back filled with clay to the surface level then put a layer of topsoil on top and packed it. Its hard and packed right now. It has good drainage on both sides with swells dug to a frontage ditch to catch the run off.

So should I just go with gravel now or allow it to pack over the summer first. I haven't seen it with a solid rain yet. I was thinking of putting a layer of ash down for the summer and then adding gravel in several months after the ash has packed.
