You're assuming that person is going to even buy a new game. I could buy used, rent, and borrow never giving a single dime back to the actual people who make the games.
You're assuming they won't buy a new game. It works both ways.

Outside of a few niche products, every company is trying to sell their products as cheap as possible while maintaining their margins. Why? Because the lower the price, the more you sell. Novel concept. I know.
