Microsoft can claim they're pushing the industry forward, but they didn't really make a mention of being able to run sales similar to steam. It was implied, but they were too afraid and/or unable to communicate their intentions with the new model.

When you're making drastic changes to a model that has stood for years, you need to be able to communicate it.

Then on top of that, they're doing other dumb shite like blowing up Titanfall and bragging about it like it's a console exclusive.

It takes time. They would have to show the devs the benefit of the One's DRM policy which would have led to less used game sales.

No way they could have committed to it out of the box without knowing 100% what the numbers would do and if those numbers would have been enough to get publishers on board.

I don't see why anyone thought this would all happen overnight.
