allow me to attempt to explain, since you clearly have no clue.
FFP is a (flawed) attempt to decrease clubs spending outside their means. Chelsea have spent a lot of money. Due to what they've already spent and their revenue, they can't buy two or three significant additions without falling out of FFP compliance. ManU and Bayern aren't in remotely close financial situations. Chelsea isn't forced to sell anyone. but if they want to add this summer, there has to be subtraction somewhere.
